From fee-based to free
In a public tender carried out in 2003, Ness was selected to provide development, imple-mentation and subsequently also maintenance, on an outsourcing basis, of the elec-tronic fee-based cadastral portal, which was launched into routine operation for paying users in February 2004. Opening the free cadastral portal (KaPor) was one of the key intentions of the Geodesy, Cartography and Cadastre Authority of the Slovak Republic (ÚGKK SR), ensuing not only from the authority’s strategic documents but also from legislative and government standards.
Provide information quickly and free of charge
The main goal of the project was to extend the existing software of the fee-based KaPor, so as to enable free access to information of the real estate cadastre on Internet and subsequently provide for its continuous and trou-ble-free operation. The main requirements regarding the free KaPor, as defined by the contracting authority, included primarily:
- enabling free access to existing data kept in the central database of the information system of the real estate cadastre via Internet,
- enabling the public to get basic information instantly and without the need to visit cadastral offices,
- enabling the authorized public administration bodies to get summary as well as detailed information instantly, without intricate correspondence,
- enabling continuous access to publicized data.

- improved quality of information in cadastre databases,
- enable continuous access to publicized information,
- enable obtaining basic information immediately without visiting the office (electronic title deed extracts, electronic provision of map images, information on cadastral pro-ceeding),
- decrease the costs for citizen (fee for extract, travel costs),
- enhance transparency and proprietary legal relations,
- speed up the process of delivering information and extracts,
- reduce the load of cadastre administration and the Geodetic and Cartographic Insti-tute (GKÚ) in providing information,
- improve the credibility of the Slovak Republic abroad,
- enable portal’s cross-connection with other information systems of the public admini-stration in SR (e.g. the Central Portal of Public Administration, etc.) or possibly in the EU.
Data in an instant
The free KaPor enables its users to search data of the real estate cadastre in different detail levels – searching descriptive information, their presentation via web interface, creating reports in PDF formats (e.g. title deed extract, plots of C and E registry), or displaying the vector cadastral map. It also offers possibility of searching information on cadastral proceedings and visualization of geodetic information of the real estate cadastre in the form of displaying cadastral map with the possibility of navigation and search of real estates. It contains the implementation of web services (WebServices) to be used for communication with other information systems of public administration, as for example the Central Portal of Public Administration, and provides con-tinuous on-line access to the data of real estate cadastre.
Technologies applied
This project applied well-proven robust Oracle technologies on both, the da-tabase and application level. Storing data in database was optimized according to the expected users' inquiries. The selected technology - IBM p-series server – enables flexible response to the current needs of users and pro-motes future extension of the portal by new functions.
